Why does it conflict with Edge's "Startup Boost" feature?

I tried it on my own Windows Edge, and indeed encountered this problem after installing Pop-up Dictionary. However, after restarting Edge, the problem disappeared.

You can try restarting Edge to see if the problem persists.

Edge should have fixed this issue in v98: Microsoft fixed a bug with extensions disabling Startup Boost and Edge Bar

Although my Startup Boost is fine, the Edge bar still shows "This setting is managed by one or more installed extensions." I still don't understand why this problem occurs, I feel like this is more like an Edge bug.
